The primary theme of chapter 9 is, God's sovereignty. Paul knows that the Jewish community around Rome would have had some spoken and unspoken objections to his earlier elevation of the Gentiles, amidst what might have seemed as the lowering of the Jewish standing. So, Paul uses the history of his people to establish the foundation of understanding God's sovereignty with Israel (and the Gentiles.)
